These Terms of Use (the “Terms”) govern your access to and use of brussels-leaks.eu and its sub-pages, including the NGO Risk Dashboard (the “Site”), accounts and subscriptions (the “Services”). By using the Services, you agree to these Terms and to our Privacy Policy.
1) What we do (and what we don’t)
We compile and publish organisation-level profiles of NGOs and similar entities using official public records (e.g., Belgian Official Gazette/Moniteur Belge, National Bank of Belgium annual accounts, SPF registers, EU Financial Transparency System).
We compute organisation-level indicators (e.g., Risk Score, Red Flags) derived from those public records. These do not profile natural persons and do not allege wrongdoing. They surface factual patterns for transparency and oversight.
Our content is public-interest information and journalism, not legal, financial, or tax advice, and not a substitute for the official record.
2) Plans and access
We currently offer:
Observer (Free) — access to the dashboard overview and public pages.
Due Diligence (Monthly / Yearly) — member-only access to full NGO profiles and related features.
Some profiles (e.g., a DEMO profile) may remain public for methodology transparency.
Plans, features, and prices can change (see §11).
3) Accounts, security, and fair use
Eligibility. You must be 18+ and able to enter a contract.
Your account. Keep credentials confidential; you are responsible for all activity under your account.
Seat policy. One natural person per account. No credential sharing, reselling, or sublicensing.
Fair use. You may view and manually download reasonable amounts for research and reporting. Automated scraping, bulk extraction, and mirroring are prohibited (see §8). We may throttle, suspend, or terminate for abuse.
4) Purchasing, renewal, cancellation, refunds
Billing. Paid plans are processed via our payment provider (e.g., Stripe Payments Europe, Ltd.). Prices may be subject to VAT or other taxes.
Auto-renewal. Monthly and yearly plans auto-renew until cancelled. You can cancel any time in your account; access continues until the end of the paid period.
Refunds. Unless required by law, we don’t issue partial refunds after renewal. Suspect a billing error? Email [email protected] within 14 days.
EU right of withdrawal. For immediately supplied digital content, you agree that access starts right away and expressly consent to waive the 14-day withdrawal right (Directive 2011/83/EU, as amended). You may opt to delay access until the withdrawal period ends.
5) Corrections, right of reply, and takedown
Governance data corrections. Email [email protected] with a link or copy of the official record (e.g., Moniteur Belge entry). We verify and correct promptly.
Right of reply. Organisations may submit a short factual reply for their profile; publication is at our discretion (must be relevant, non-defamatory, and concise).
Registry/licensor concerns. If you represent a public register and believe a reuse breaches a licence, contact us; we will review quickly.
6) Intellectual property and permitted reuse
Our content. Except where a different licence is indicated, Site content (text, graphics, UI, compilations, risk methodology) is © NGO Risk Dashboard – NEXT COMMUNITY SRL. All rights reserved.
Third-party materials. Screenshots/excerpts of official registers remain the property of those registers; we use them lawfully for verification and public-interest reporting.
You may, without prior permission:
Link to our pages;
Quote short excerpts (≈ up to 200 words) with clear attribution (“NGO Risk Dashboard – www.brussels-leaks.eu”) and a link;
Use organisation-level figures in academic/journalistic work with attribution.
You need our written permission to: scrape or bulk-extract data; build or resell datasets from our compilations; republish substantial parts; or create derivative commercial products using our methodology. Contact [email protected] for licensing.
7) Privacy
Our processing of personal data (member accounts; republication of public-source governance names and mandate metadata) is described in the Privacy Policy. In brief:
Governance names/mandates are republished from official records on the bases of legitimate interests and freedom of expression/information for journalistic purposes.
Member data is processed to provide the Service, manage subscriptions, secure the Site, comply with law, and (with consent) for optional analytics.
We do not sell personal data.
8) Prohibited uses
You agree not to:
Use bots/scrapers/automation to access or copy the Services;
Circumvent access controls, paywalls, rate limits, or security features;
Remove or alter source attributions or links;
Upload malware or probe/scan/test vulnerabilities;
Harass, defame, or infringe others’ rights;
Impersonate a person or misrepresent affiliation;
Use the Services in breach of applicable law.
We may suspend or terminate access for violations (see §15).
9) Service changes, availability, and maintenance
We may modify features, content, or pricing to reflect legal, technical, or business developments. We aim for high availability but do not guarantee uninterrupted operation. Planned maintenance, provider outages, or force majeure may interrupt access. Official registry data can change; we update in good faith when aware.
10) Disclaimers
To the fullest extent permitted by law:
The Services are provided “as is” and “as available.”
We make no warranty that conclusions drawn from public records are error-free or fit for a particular purpose; always verify with the official source.
Risk Scores/Red Flags are factual pattern flags derived from public filings; they are not allegations of criminal misconduct.
11) Limitation of liability
To the maximum extent permitted by law, NGO Risk Dashboard – NEXT COMMUNITY SRL and its contributors shall not be liable for indirect, incidental, special, consequential, or punitive damages, or for lost profits, revenues, data, or use, arising from or related to your use of the Services, even if advised of the possibility of such damages. Our aggregate liability for direct damages shall not exceed the greater of (i) the total fees you paid in the 12 months before the claim, or (ii) €100. Consumer statutory rights are not affected.
12) Indemnity
You agree to indemnify and hold us harmless from claims arising out of your unlawful use of the Services, your breach of these Terms, or your infringement of third-party rights, except to the extent caused by our own wilful misconduct or gross negligence.
13) Suspension and termination
We may suspend or terminate your access if you materially breach these Terms (e.g., scraping, account sharing, circumvention). You may cancel at any time (§4). Upon termination, your right to use the Services ceases immediately; sections that by nature survive (§§6–13, 16–18) will continue to apply.
14) Third-party links and services
The Site links to official registers and third-party services. We are not responsible for their content or terms. Your use of those services is governed by their policies (e.g., Stripe Terms for payments).
15) Communications
We may contact you at the email tied to your account about service updates, billing, security, or material changes to these Terms or the Privacy Policy. You can manage non-essential communications in your account.
16) Governing law, venue, consumer rights
These Terms are governed by Belgian law.
Venue: Courts of Brussels, Belgium. If you are an EU consumer, you may also bring proceedings in your place of residence as provided by law.
EU ODR platform: https://ec.europa.eu/consumers/odr. We prefer to resolve issues directly first at [email protected].
17) Changes to these Terms
We may update these Terms to reflect legal, technical, or business developments. We will post a new effective date and, where appropriate, notify members by email or in-account notice.

Appendix A — Definitions
“Public records”: official documents or datasets published by a public authority (e.g., Moniteur Belge, NBB, EU FTS).
“Governance data”: name, function, and mandate dates of NGO office-holders as recorded in public registers.
“Risk Score/Red Flags”: organisation-level indicators derived from official accounts and grant data; not assessments of individuals.
“Member”: paid account holder; “Observer”: free-plan account holder.
Appendix B — Reuse quick guide
Freely allowed with attribution: link to our pages; quote brief excerpts; cite organisation-level numbers.
Ask first: scraping/bulk extraction; dataset building; commercial republication; derivative products using our methodology.
Always: keep source attributions and links intact; verify with the official register for the latest version.
